Victory Village Development Feasibility Study

Commissioned by Shiloh Baptist Church, the Victory Village feasibility study analyzed development options for an urban “village” along a one-block stretch of 9th Street NW, in the Shaw Historic District. Sorg and its team of sub-consultants - economic advisers and traffic engineers - evaluated various alternatives for maximizing density in support of the client’s goals. Final recommendations, supported by economic analysis and traffic management studies, were to proceed with a Planned Unit Development (PUD) in order to develop four distinct properties to maximum benefit. Included uses in the overall 106,000 sf campus are HUD section 202-eligible affordable senior housing; a daycare facility; an education and conference center; “incubator” commercial office space; and administrative, recreational and assembly spaces functioning in support of the adjacent Shiloh Baptist Church. At the client’s behest, all properties have been programmed to be financially “self-sufficient,” thereby freeing up church resources and promising a long-term investment in community outreach and support. A staggered construction schedule will see final completion of all program components over the next decade.
